
Explained! What Even Is Sierra Vista’s ‘Vista 2040 General Plan’?
I’ll be honest, when I first heard about the “Vista 2040 General Plan,” I had no idea what it was all about. It was on the ballot last fall, but the measure didn’t pass. I think that’s because, like me, a lot of my neighbors didn’t really understand what it was all about.
As it turns out, the plan is essentially the City of Sierra Vista’s long‑term roadmap for how the community should grow, look, and function through 2040.
It’s the city’s overview of how Sierra Vista should look and feel in the future. It’s not about where funds will be specifically allocated—that comes later, according to the City’s Public Information Officer, Adam Curtis—it’s more of a big-picture approach that will help guide policy in the next few decades.

How Will the General Plan Help Guide Future Decisions?
The plan is meant to help everyone—from residents to city staff to community partners—to guide decisions that keep the city moving in a good direction.
Under ARS § 9‑461.06, the State of Arizona requires every city to have a General Plan. Ideally, it’s something regular folks can understand and use to learn how Sierra Vista plans to grow and change over time. It’s kind of our group project where the city, residents, and planners try to agree on what the future should feel like, including housing, development, transportation, parks, and businesses.

Why Are We Voting on This in 2026?
This part confused me at first, too. The plan isn’t just a suggestion; Arizona law requires that cities update their general plans every 10 years and get voter approval.
The proposed plan was voted down in 2024, so it’s back on the ballot this fall. Sierra Vista residents will decide whether this updated vision becomes the city’s official guiding document.
It’s less “political election” and more “community choosing its future direction”. It doesn't allot funds, raise taxes, or set a specific project into motion. The plan was developed with community input, so it should reflect the interests of a broad cross-section of residents and other community stakeholders.
The Community Involvement Behind Vista 2040
City planners, community development staff, and a whole bunch of residents who’ve been giving feedback through workshops, surveys, and public meetings. It reflects the ideas of the people who actually live here and how we would like to grow as a community.
Until recently, I didn’t have a clear understanding of what this was all about. If you’re like me and want a better understanding, you and your neighbors are invited to two public meetings where experts can provide clarity and help answer your questions.
